The EU’s foreign policy chief, Kaja Kallas, said on Monday that many member states support a proposal to lend €140 billion to Ukraine using frozen Russian assets seized since the start of the war.

The European Commission has put forward a financial framework to continue supporting Kyiv, as Donald Trump and Vladimir Putin are set to meet later this week to discuss the conflict.

There was broad support today to make this happen, and it is crucial that we move forward on the legal and budgetary modalities,” Kallas explained.

European leaders are expected to discuss the so-called “reparations loan” during a summit scheduled for Thursday in Brussels, Belgium.

The reparations loan can send a very powerful message to Moscow,” the EU’s foreign policy chief added.

The only notable reservations have come from Belgium, where most of the frozen assets are held by the financial institution Euroclear.
